Why the PDF from the phone opens blank

Share, Print, pinch the preview, Save to Files. Or drop the shots into Files and tap Create PDF. What comes out is a real PDF, and on a Mac it usually looks right. On Windows, in Outlook, and in a lot of applicant portals the page is empty or a grey icon.

The wrapper is fine. What is inside is not: the still is still HEIC, and the PDF viewer on the other end has no HEVC decoder. Being a PDF does not rescue you from a codec the reader never had.

Pages and the Live Photo clip

A Live Photo is two files that iOS keeps paired. One is the still, IMG_2048.heic, the frame you see as the thumbnail. The other is a MOV of about three seconds recorded around the shutter press, with its own name in the file system. The Photos app draws them as a single item; DCIM, Files, and every PDF builder see two separate things.

A PDF page is a fixed rectangle. There is no video track in it that a document reader would play, so any tool that turns a Live Photo into a page can only take the still. The clip stays on the phone. That is not a limitation to work around; it is the only sensible result when the destination is a document someone will print or file.

Which frame you get is the key photo. If you opened Edit and moved the key photo to a different moment, the moved frame is the one that becomes the page. Long Exposure, Loop and Bounce are built out of the same clip and saved by Photos as their own stills, so those go through as pages exactly like an ordinary shot.

When the motion is the actual evidence, a leaking pipe or a crack that moves, a PDF is the wrong container for it. Use Save as Video on the Live Photo and send that MOV alongside the document. Building the PDF never touches the pair either way: your library still has the still and the clip when you are done.

Test it before you send it

This is the cheap check that saves an awkward email. Open the PDF somewhere that is not an Apple device, ideally the kind of machine the person on the other end uses.

1. Mail the PDF to yourself and open it on a Windows PC, or in the browser preview of a webmail.
2. If every page draws, the phone handed you JPEG pages and there is nothing left to do.
3. If the pages are blank or grey, the stills inside are HEIC. Decode them first.

Page size, order, and one PDF or one each

A4 and US Letter put every photo on a document-shaped page, which is what you want for anything that gets printed, stapled, or filed. Image size keeps each photo's own pixel box, so a portrait shot stays portrait and nothing gets letterboxed. That suits an album and wastes paper.

Page order follows the file list, not the capture time, so a batch you tapped out of sequence comes out out of sequence. One PDF is right when a single upload field is waiting. One PDF per photo is right when a clerk files each page under a different heading.

Join the decoded stills

HEIC to PDF decodes iPhone HEIC with libheif on the server and puts each still on its own page. A mixed batch, camera roll plus a screenshot, goes through Images to PDF instead.

Work from the copies you saved out of Files or off a cable copy of DCIM, whichever you have. Either source is fine; the decode happens on the server, not on the phone.

1. From the share sheet, Save to Files first, then drop those files in page order.
2. Pick A4, Letter, or image size, then one PDF or one each. Up to 10 files, 20 MB each.
3. Download, open page one, and delete from the screen if the batch should not sit even for an hour.

A 40 MB PDF still bounces

Twelve 12 MP stills on image-sized pages make a heavy file, and Gmail counts about 25 MB for the whole message on a personal account. A university applicant portal is usually tighter than that, and it will tell you so only after the upload has finished.

So bring the long side down toward 1920 px in Resize image, run Compress image, and build the PDF from those. Resizing before the join is much better than compressing the finished PDF, because the pages are just the images you fed in. The caps themselves are in photos for email.

What else stays behind

HDR flattens to an ordinary 8-bit page and transparent pixels come out white, because a page has to be something. There is no OCR here, no password, and no merging into a PDF you already have.

Switching the camera to JPEG would make the next Create PDF work, at roughly double the storage per shot: iPhone JPEG. If Windows will not show a thumbnail for the HEIC before you build anything, start at HEIC on Windows, and handing the same photos to an Android phone is iPhone to Android.
